It's really simple. These are instructions for Windows XP users.
First of all you need to register and download the beta from Adobe
When you install it, it will ask you to close Firefox. It will also try and access the internet - use your firewall to block any internet access.
When you launch the program for the first time it will ask you for a valid CS3 serial number. If you have one, great, but I just ignore this and chose the 30 days option.
Next, find application.sif in your Photoshop CS3 folder and delete it.

Screenshots of the new Beta of Photoshop CS3, fresh from the Adobe Labs. The new interface is sweet. Device Central is going to be an awesome development tool to have at a designer's disposal.
